General philosophy (Joseph, 2026-03-18): "Enrich every lead every time. That should be an automatic part of the process/skill. Everything fully enriched every time all the time."
Why: Gaps in enrichment cascade — a missing OOS/absentee flag under-scores a real HOT lead, a missing LLC detection misses a SWITCH signal. Partial enrichment silently erodes SoT quality.
How to apply: When a source returns an egress block, stale page, or 404, do NOT move on. Document the failure, try alternate paths (fallback URLs, per-parcel clicks, cached snapshots), and report source status explicitly. Applies to property-scout and lead-enrichment skills.
BeenVerified is the explicit exception. BV is a 7th enrichment source (contact data: email/phone/DOB) and is NOT one of the 6 public-records sources covered by the "never skip" rule. BV is optional and soft-fails: if the subscription is maxed out, session is expired, or BV is blocked, the scout run continues WITHOUT BV — leads still push to SoT + HubSpot with bv_pending_retry: true.
